Baku, July 16, AZERTAC“Azerbaijan's large-scale reconstruction of the liberated territories provides another important example of localization in a post-conflict context. Guided by the principle of “building back better,” we are creating resilient, inclusive and sustainable cities and communities,” said Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan, during his speech at the Local 2030 Coalition Special Event on the margins of the 2026 High-Level Political Forum.“To manage the scale and complexity of reconstruction, Azerbaijan has established an institutional governance and coordination system for the liberated territories. It connects central government institutions, the special representatives of the President at the local level and implementing bodies within an integrated framework for planning and delivery. This model translates national priorities into coordinated territorial action, provides a practical framework for integrating sustainability across local planning, implementation and monitoring processes,” he underlined.“But reconstruction is not only about buildings and infrastructure. It is about rebuilding communities and restoring local life. Master plans have been approved for 8 cities out of 12, for 106 towns and villages. Housing is being developed alongside education, healthcare, infrastructure and public services. First neighbourhoods are delivered in 10 cities, 3 towns and 34 villages.
