Cooperation progresses on implementing “ASAN Khidmet” experience in Guinea

A delegation from the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan visited Conakry at the invitation of the Guinean side within the framework of the Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Guinea on the Implementation of the ASAN Khidmet Practice, signed in March 2026.
The purpose of the visit was to identify institutional and legal opportunities for establishing public service centers in Guinea based on the "ASAN Khidmet" model, as well as to conduct an initial assessment of the current state of public service delivery.
The delegation was received by the Prime Minister of Guinea. During the meeting, a representative of the State Agency delivered a comprehensive presentation on the "ASAN Khidmet" model, providing detailed information about progress made as part of its implementation in Guinea.
The Prime Minister praised the "ASAN Khidmet" model and noted with satisfaction the sustainable development achieved by Azerbaijan under the leadership of President Ilham Aliyev. He stated that the "ASAN Khidmet" experience would become an important component of the reforms being carried out in the field of public administration in Guinea.
As part of the visit, the delegation met with Guinea's Minister of Administrative Modernization and Civil Service. During the meeting, the sides held extensive discussions on the planned activities to implement the "ASAN Khidmet" model in Guinea, and agreed on a roadmap.
Furthermore, during the visit, the delegation met with representatives of government institutions expected to be represented in the public service centers to be established in Guinea based on the "ASAN Khidmet" model.
