Synergy in the Context of Strategic Cooperation Between Azerbaijan and China
Baku, June 2, AZERTAC
The relations between the Republic of Azerbaijan and the People’s Republic of China have entered a new stage of strategic partnership, built on mutual respect, trust, and shared interests. One of the most significant events underscoring this progress was the official state visit of the President of the Republic of Azerbaijan, Ilham Aliyev, to China, which took place from April 22 to 24, 2025. During the visit, high-level meetings were held, including negotiations with the President of the People’s Republic of China, Xi Jinping. As a result, the two sides signed the “Joint Statement on the Establishment of Comprehensive Strategic Partnership between the Republic of Azerbaijan and the People’s Republic of China”. This event marked a pivotal milestone in the development of bilateral relations and highlighted the high level of respect accorded to the Azerbaijani leader and his country.
On May 29, 2025, the official website of the Tianshan News Agency (https://www.ts.cn/), operated by the Xinjiang Uyghur Autonomous Region, published an article by the editor-in-chief of the Azerbaijani newspaper Respublika, Professor Humbat Musayev, entitled “Azerbaijan and China: A Strategic Partnership Elevated by Shared Values”. The article was published in Russian and English.
The Tianshan platform (https://www.ts.cn/) is an official information portal established by the government of the Xinjiang Uyghur Autonomous Region. It serves as the digital platform of Xinjiang’s principal socio-political publication, Xinjiang Ribao, and offers news and analytical materials in multiple languages, including Chinese, Russian, Uyghur, English, Kazakh, and Turkish.
The website covers a broad range of topics-from politics and economics to culture and education. Of particular importance is its coverage of the “Belt and Road” initiative. The portal plays a key role as a digital hub for official news and analytical commentary, reflecting the positions of the Communist Party of China and local authorities.
Of special interest is the section titled “Letters from Afar”, which is part of the official Tianshan website. Xinjiang, which has transformed from a relatively closed interior region into China’s leading frontier of openness to the West, now serves as an important window and platform for international engagement. The “Letters from Afar” section offers international friends the opportunity to witness firsthand the region’s dynamic development, peace, and stability, while also becoming more familiar with the hospitality of the Chinese people. The project’s aim is to enable people from around the world to share their stories, impressions, observations, and personal experiences related to Xinjiang. In doing so, the section fosters mutual understanding between nations and provides a wide audience with a fresh perspective on China – through the lens of real human experiences.
G. Musayev’s article offers a fundamental overview of the current stage of cooperation between the Republic of Azerbaijan and the People’s Republic of China. The article pays special attention to the role of the Xinjiang Uyghur Autonomous Region in the development of bilateral relations. The author emphasizes that the strategic partnership between the two countries is grounded not only in political trust, but also in a shared cultural and historical heritage dating back to the era of the Great Silk Road. The editor-in-chief of Respublika highlights that Xinjiang serves not only as an economic center of Western China, but also as a strategic bridge connecting East Asia with the South Caucasus. The article presents impressive economic indicators of the region.
Special attention is also given to the preservation of Xinjiang’s ethnocultural diversity, which is viewed as an important value from the Azerbaijani perspective. Humbat Musayev stresses that both Azerbaijan and Xinjiang are united by a richness of ethnic cultures, musical traditions, carpet weaving, and spiritual heritage. Underscoring the cultural affinity between Azerbaijan and Xinjiang, the author draws particular attention to the musical similarity between Azerbaijani mugham and Xinjiang’s muqam – both of which are recognized by UNESCO as masterpieces of the intangible cultural heritage of humanity. These cultural parallels form a strong foundation for the further expansion of mutual cultural exchange.
From an economic standpoint, the article highlights several important points: Azerbaijan and Xinjiang are emerging as strategic logistics hubs within the framework of the Belt and Road Initiative. The railway and maritime routes connecting China to Europe via the Caspian Sea are opening up unique opportunities for the development of trade, digital technologies, and energy projects. Humbat Musayev emphasizes that President Ilham Aliyev’s visit to China reaffirmed the stability of the strategic course chosen by both countries. The cooperation between China and Azerbaijan is based on trust and political respect, with projects in the fields of renewable energy and digital technology being implemented with increasing intensity. As rightly noted in the article, the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Azerbaijan, Ms. Lu Mei, described this partnership as a model of stability and farsighted diplomacy, grounded in respect for sovereignty and mutual understanding of national interests.
As the published article states, the cooperation between Azerbaijan and China is not merely a political formality, but a model of joint activity based on sustainability, mutual respect, and progress. This partnership spans such vital areas as the economy, culture, tourism, digital transformation, and green energy. It serves as a model for the countries of Eurasia and represents part of a broader geopolitical and economic integration process in the 21st century. Moreover, it demonstrates how ancient historical ties can be successfully reinterpreted through modern formats of strategic cooperation.
The publication of the editor-in-chief’s article on the analytical and news platform Tianshan (https://www.ts.cn/), affiliated with the Xinjiang Ribao newspaper, holds special significance in the context of strengthening Azerbaijan-China media relations.
Publishing such material on a reputable resource of this caliber reflects the high level of mutual trust and respect between our two countries. Furthermore, it contributes to the dissemination of objective information regarding the development of bilateral relations, cultural connections, and joint initiatives – such as Azerbaijan’s participation in the Belt and Road Initiative. Information exchange through platforms like this plays a crucial role in fostering mutual understanding and advancing cooperation between the peoples of Azerbaijan and China.
